Job Profile

The company is looking for a Civil Lead Field Engineer who will be responsible for the organization and direction of multi-discipline field engineering personnel and activities relating to construction engineering, subcontracts, and engineering liaison with the design functional group on a medium to a large project.

The individual will initially act in the role of construction coordinator supporting preconstruction planning ahead of project mobilization to the field.

Upon successful award and mobilization of the project, the candidate will relocate to the project site in Port Arthur, TX in a lead field engineer role responsible for overall field engineering pertaining to site work including soil stabilization, mass earthworks, and wick drains, piling, roads, and drainage.

Educational Qualification

  • Applicants should have a Bachelor’s Degree in Engineering or other relevant technical disciplines from an accredited university/college, plus a minimum of 15 years of relevant work experience (19 years of relevant experience in the absence of a degree)

Work Experience

  • Possess a minimum of 5 years of field engineering experience in at least one discipline as well as a minimum of 2 years of supervisory experience.

Duties/Responsibilities

  • Administer major subcontract changes and represent the company in major contractual discussions and negotiations.
  • Approve field requisitions as delegated by the Field Construction Manager.
  • Coordinate and monitor the interface between the construction automation plan and the project controls program at the job site.
  • Coordinate field engineering efforts to support the punch listing and inspection walk-downs for turnover to pre-ops.
  • Coordinate subcontract activities to ensure materials, equipment and quality comply with design plans and specifications.
  • Coordinate with Superintendents and Subcontractors to plan construction schedules.
  • Coordinate with the design engineering group for constructability and design issues.
  • Determine the timing for as-built or redlines to design engineering based on contract, client, or design requirements.
  • Develop and manage the construction quality program.
  • Develop and recommend the construction field engineering organization and staffing plan for approval by the Site Manager (or appropriate level of Project Management) and prepare employee requisitions.
  • Direct preparation of Construction Release Packages (CRPs)/Turnover Packages (TOPs) for submittal to pre-ops.
  • Direct preparation of cost estimates for construction activities and coordinate the preparation of cost reports, forecasts, and progress reports.
  • Direct the design of temporary construction facilities as required.
  • Direct the preparation of requisitions for field procured materials (FMRs), material substitution, services, and equipment.
  • Ensure compliance with the implementation, accuracy, and use of all Construction Bechtel Standard Application Programs (BSAPs).
  • Ensure Engineering Inspection Reports (EIRs) are being done for equipment and materials received.
  • Ensure that subordinate personnel receives progressive training.
  • Establish a design/field engineering working relationship and lines of communication with the Project Engineer, including the agreement on engineering deliverables and overall construction application configuration management.
  • Implement controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment and ensure that other corporate programs are fully utilized.
  • Issue field sketches to support construction needs.
  • Perform Annual Reviews for direct staff.
  • Plan and recommend procedures to be implemented by Superintendents to ensure construction operations are within the requirements of engineering design and specifications.
  • Provide support to 3 weeks look ahead meetings.
  • Responsible for quantity take-off, control, tracking, reporting, and forecasting.
  • Review Material Receiving Reports (MRRs) and warehousing to assure delivery of correct materials.
  • Supervise operations and compliance of the field document control department.
  • Undertake training needs analysis and develop Field Engineering Training Plan for the project.
  • Work with project rigging engineers to ensure Standard Wok Process Procedure (SWPP) Compliance, critical lift review, and rigger competence.
  • Work with the Field Welding Engineer to monitor weld reject rate, and ensure qualifications and compliance with the project Weld Control Manual.
  • Perform other duties as required by Bechtel management.

Skills/Knowledge/Abilities

  • Demonstrated commitment to Environment, Safety, and Health (ES&H). Demonstrated commitment to a Zero Accident safety program.
  • Extensive background in industrial construction projects, managing staff, providing leadership, maintaining good client relationships, and developing talent within the project.
  • Knowledge of EPCM contract management. Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration. Knowledge of the use of subcontracts. Knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents.
  • Must be computer-literate in word processing, spreadsheet, and database applications.
  • Must be familiar with current industry quality standards.

Preferred Qualifications

  • A professional engineering license/charter ship is preferred and desirable.
  • Advanced communication skills.
  • Advanced knowledge of cost management including estimating and forecast development.
  • Advanced understanding of production management including scheduling.
  • Cross-function experience in other functions such as engineering, procurement, contracts, etc is preferred, but not required.
  • Previous supervisory experience in a similar role.
  • Sound understanding of performance management processes such as Six Sigma.
  • Strong interpersonal and teamwork skills.
