Job Profile

The company is searching for a USCG Licensed Engineer in a Merchant Mariner Credential (MMC) crew position aboard US NAVY-owned Range Support Craft for the Pacific Missile Range Facility (PMRF) at Barking Sands, HI.

The MM3 is the chief engineer mechanic holding a current US Coast Guard Designated Duty Engineer (DDE) 4000 HP (Note: will accept candidates holding an MMC endorsed as QMED with a willingness to attain the DDE license).

The MM3 works as the lead mechanic under the direction of a USCG licensed captain and the Koa Lani Marine Systems Supervisor, primarily off the west coast of Kauai within the PMRF Barking Sands Submarine Training Range.

When in port, the MM3 performs preventive and corrective maintenance, conducting and supervising repairs to vessel machinery, engines, generators, shipboard systems, HVAC systems, electrical systems, etc.

Additional tasks performed by the MM3 are on shore-side equipment, assigned small boats, shop equipment, and special projects.

Educational Qualification

  • Applicants should be High School Graduates or Equivalent

Work Experience

  • Possess 3 to 5 years of experience in marine engineering systems
  • Can efficiently repair equipment, design and fabricate parts and manage stocks of material
  • Can efficiently repair/overhaul diesel engines, electrical generators, and hydraulic systems

Preferred Qualifications

  • CAT-1 crane operator
  • Current DoD Secret clearance
  • Highly desire NCCCO Mobile Crane Operator Certification as CAT-1 crane operator
  • Must currently possess and maintain: Transportation Workers Identification Card (TWIC) and United States Coast Guard (USCG) Designated Duty Engineer (DDE) 4000HP Merchant Mariner Credential (NOTE: will accept candidates holding an MMC endorsed as QMED with a willingness to attain the DDE license)
  • Valid State of Hawaii Driver’s License
  • Welding and fabrication
  • Will be required after hire to acquire and maintain Hawaii State Commercial Driver’s License (CDL) and operate a 3-ton capacity forklift

Duties/Responsibilities

  • Assists with cargo and equipment loading, launching, and recovery of weapons and targets
  • Assists with the launch and recovery of oceanographic equipment, small boats, targets, torpedoes, and various mission essential equipment or devices
  • Effectively interprets and utilizes vessel system design drawings, schematics, NAVY preventive maintenance procedures, and technical manuals
  • Maintains all required engineering logs and submits monthly reports to the Supervisor in a timely manner
  • Maintains and repairs equipment, fabricates parts and maintains an inventory of stock materials
  • Maintains engineering spaces and equipment of assigned vessels in a clean, orderly and safe manner
  • Manages subordinate engineering crew members in their assigned duties and daily shipboard tasks
  • Must be able to work temporarily at other assigned ports and retain Government Travel credit card privileges
  • Operates and maintains shipboard hydraulic knuckle-boom crane
  • Operates fuel tanker trucks, shop equipment, welding equipment, plasma cutter, lathe, mill, drill press, grinders, band saws, sand blaster, etc.
  • Participates as a qualified rigger or crane operator during crane lifts or weight-handling events
  • Performs as a Chief Engineer and Mechanic in a crew of 6 (+/-) team members on 95-foot NAVY Range Training Support Craft
  • Performs duties as a hazardous material (HAZMAT) custodian to transport, issue, and store HAZMAT materials in compliance with federal, state, and local regulations
  • Performs periodic inspections and maintenance tasks in accordance with NAVY and company maintenance procedures or OEM guidelines
  • Performs repairs and approved modifications to engineering systems and other mechanical systems associated with marine vessels
  • Periodically accesses computer network systems to complete logs, conduct online training, research products, supplies, or equipment
  • Prepares work assignments, developing new procedures, procedural changes, vessel modification proposals, and dry-dock maintenance plans
  • Properly manages reoccurring stock items necessary for maintaining engineering equipment and vessel components
  • Repairs/overhauls main diesel propulsion systems, engines, electrical generators, hydraulic systems, HVAC, and other auxiliary systems. May also perform repairs and maintenance on outboard engines and shop machines and equipment
  • Replenishes fuel and water tanks when necessary to meet operational requirements and in accordance with NAVY and EPA guidelines
  • Stands bridge, helm, lookout, and vessel security watches while the vessel is underway
  • Supervises other crew members in completing daily work tasks, scheduled dry-dock periods, and preventive maintenance
  • Trains new personnel on essential vessel machinery, equipment, and shoreside equipment and tools
  • Works in a team environment under the immediate supervision of the vessel captain, providing technical assistance as required
  • Performs other duties as assigned

Skills/Knowledge/Abilities

  • Able to lift, push and pull 25-50 lbs.
  • Must be able to climb and descend shipboard ladders and masts safely and efficiently
  • Must be able to complete company-specific training within 120 days of hire
  • Must be able to lift common deck equipment and recovery gear
  • Must be capable of remaining at sea for up to 48 or more hours without excessive motion sickness
  • Must be competent in using computers and typical office equipment with good working knowledge of MS Office (Word, Excel, Outlook, PowerPoint, OneNote, Access)
  • Must be physically fit and capable of spending extensive hours/days at sea in all weather conditions including performing emergency duties listed in the vessel Station Bill
  • Must be proficient in written and verbal English language skills
  • Must be a strong swimmer and comfortable swimming in an ocean environment
  • Must pass a periodic random drug test
  • Must pass required annual medical evaluations and required US Coast Guard medical examinations
  • Work requires excessive walking, standing, crawling, kneeling, or repeated stooping

Security Clearance

  • A secret security clearance (required)
  • Applicants selected must be US citizens in order to apply for a Secret security clearance.
  • Applicants selected either must currently possess a Secret clearance or will be subject to a Government security investigation and must meet eligibility requirements to obtain and maintain a Secret security clearance for access to classified information or Closed/Restricted Areas throughout the duration of employment.
